Instituto Superior de Ciências de Educação do Huambo (Huambo Higher Institute of Educational Sciences), an institution dedicated to training teachers at primary, secondary, middle and higher education levels, was founded in 1983 as a nucleus, having evolved into an organic unit of Agostinho Neto University in 1989.

The Instituto Superior de Ciências de Educação do Huambo (ISCED), as a Higher Education Institution, was created on May 12, 2009. It arose from the reorganization of the network of public higher education institutions and the resizing of the Agostinho Neto University. It was created by Decree No. 7/09 of May 12.

It is, therefore, the result of the wise implementation of the Angolan government's strategies, which, despite the achievements made since national independence, had the improvement of quality and expansion of the Higher Education Subsystem as a challenge.
